Let the new structures have a negative system effect but only on war-targets to you or your corporation, that way players can play a defensive war etc..

So the Siphon units was a start but why didn't more features come about ? i think there should be more ways to mess with others for the alliance you are with. more things like siphon units but relating to sov, and revenge on other players etc, and...
